[Txlibdistricts] Agenda for July 11th meeting

I've attached the agenda for the July 11th meeting.  Many thanks to Dianne Koehler for filling in for one of the presentations.  Several of you asked that despite only covering 2 library district topics that we go ahead and have the meeting and allow more time for sharing ideas and general concerns.
