we made applications with that letter and one for the 501-C3 for our friends. If we had to show cash reserves and such we showed it in the library account where it was. If we were seeking matches from other funds we showed where they were. I was told they do not give the same status to govenments--it is not a 501c3 and some places ignore your request even though you would qualify. ODD. Some of the districts tried to transfere their 501c3 to the library district. I don't know if that worked out.

As part of our capital campaign we are putting in a lot of grant applications.  Some only want to give to 501 (c) (3) organizations which would be our Friends group.  Others say that governmental or political entities may apply.  Clearly the law that established library districts states that Districts are political subdivisions of the state.  The IRS sent us a letter that says your organization MAY be a governmental instrumentality.  If we want a more definitive statement from them we have to request a letter ruling on our status and there is a hefty charge for this.  I am wondering what the rest of you are using for documentation on this issue.  Thanks.
